PRESIDENT & PRINCIPAL
Steve Welly developed his commercial real estate skills as a commercial REALTOR. In 1988, Steve joined Michael Realty of Toledo, now CBRE, and became a partner in 1993 and a principal owner in 1997, acting as head of Michael Realty’s Investment Division.
In December 1999 Mr. Welly joined the Rudolph/Libbe Companies as president and chief operating officer of RLWest Properties. Steve has assembled a team of retail development professionals for expert site selection, tenant leasing and relationships, and the critical skill of managing the entitlement process.
EXECUTIVE VICE PRESIDENT OF DEVELOPMENT
Barry Rigby has developed an extensive amount of real estate across 40 states with values well into the billions of dollars. He has developed real estate corporately, individually and with joint venture partners in a variety of geographic areas, with particular emphasis in the Carolinas and Florida. In April 2007 Mr. Rigby joined Rudolph/Libbe Companies as vice president of retail development of RLWest Properties. His initial charge has been to expand and diversify the real estate portfolio in the Carolinas through the creation of joint venture partnerships through his localized real estate network.
VP OF MULTIFAMILY & PRINCIPAL
David Jacobs is the consummate professional. With 25 years of experience in all phases of real estate development, property management, and leasing, David coordinates the development team, focusing on the financing structure as well as project marketing and leasing. David Jacobs has developed office and retail space, child development centers, condominiums and restaurants from Colorado to South Carolina, as can be seen from his company site at www.AtriumDevelopment.com.
David Jacobs holds a Master’s Degree in management from New York University and is a certified financial planner with postgraduate education from the Wharton School in medical PPOs and capitation programs. As President of the Columbia, South Carolina-based Atrium Development, Inc., he has personally leased over a million square feet in recent years. Also, his wide range of experience in all facets of financial matters, from Wall Street public offerings to many multimillions of dollars in real estate financing and structuring qualify him to achieve the best possible solution to delivery of quality facilities within efficient monetary constraints.

Rick Howard has taken several companies from baseline performance to significant success in markets as diverse as point of purchase displays with hundreds of thousands of retail placements to the production of millions of specialty components to the ownership and operation of nationally branded restaurants. His success and credibility in the Lake Norman-Charlotte real estate market gave rise to his remarkable assembly of the 20+ pieces that form the Langtree At The Lake properties. Mr. Howard was honored as the Mooresville-South Iredell Businessman Of The Year in 2006.

Brad Howard, a NC Real Estate Broker, served for eight years as COO for Carolina Component Concepts, a manufacturer of photo frame components, puzzles, games, and POP packaging. Mr. Howard is a graduate of the University of North Carolina at Charlotte with a degree in Marketing. He is the President and Principal of the Langtree Real Estate Group, a commercial and residential brokerage with offices in Mooresville and Statesville.
SENIOR PROJECT MANAGER - R.L. WEST PROPERTIES
Mark Lockman leverages his 25+ years of experience from within financial services project management, education administration, and general contracting to form a unique blend of qualifications for use in his role as Senior Project Manager for the upcoming Langtree Development. Prior to joining R.L. West, Mark successfully delivered multiple projects, both as up fit and full build, across several disciplines of construction, including institutional, corporate/office, food service and multi-unit residential. He has owned and operated his own development/construction company, and held various executive roles in the design/build industry. Additionally Mark has served in leadership roles with Bank of America, Charlotte-Mecklenburg Schools, and Iredell-Statesville Schools.
EXECUTIVE REAL ESTATE ASSISTANT
Ann is an Iowa native with experience as an Airline Customer Service Manager and a Pharmacy Technician.
Personal Statement: "Having grown up in a small Iowa town, I know the importance of that good home town feeling. I’ll integrate those Small Town roots with Big Town aspirations to help you make the most of our area’s exciting developments".
DIRECTOR OF MARKETING & DESIGN
Michael is a NC native and received his BFA from UNC-Chapel Hill. He has 20 years experience as art director and artist for computer games before returning to Mooresville. Michael has provided logos and presentation pieces for numerous civic and government entities. He coordinates company media plan and internal collateral material.
ACCOUNTING MANAGER
Elaine is an Iredell County native with 38 years of experience in finance; 21 years as Office Manager in the manufacturing market. Personal Statement: "I enjoy working in real estate and look forward to the growth that it is to come."
DIRECTOR OF FINANCE & PRINCIPAL
Wayne A. Turner, a Certified Public Accountant and licensed real estate broker, is a member of the North Carolina Association of CPAs, American Institute of CPAs, and the North Carolina Tax Society. He is a graduate of the Jacksonville State University, Alabama, with a BS in Accounting and Economics, and the University of Alabama with a Master’s Degree in Accounting and Finance. In addition to being a principal in Turner & Turner, CPAs, LLC, Mr. Turner is co-owner of Recreational Properties and Wildlife Woods Campground, Inc. – the largest recreational vehicle park on Lake Norman. Mr. Turner is providing financial, accounting, and tax advice to the companies related to the Langtree project.
GENERAL COUNSEL & PRINCIPAL
David P. Parker has practiced law in North Carolina for over 29 years. His current practice is primarily devoted to land development, business transactions, litigation , and related matters. Mr. Parker has been involved in federal, state and local affairs and currently serves as the Chairman of the North Carolina Democratic Party.
A Phi Beta Kappa graduate in Economics from the University of North Carolina at Chapel Hill, Mr. Parker spearheads the transactional , regulatory, and corporate governance aspects of the Langtree At The Lake project.
